Function isBallotEqual

isBallotEqual(a: string[][], b: string[][]): boolean
Returns true if the 2 ballots are equivalent. The order of the candidates inside a rank is irrelevant. Reflexive check.

  first ballot
- b: string[][]
  second ballot
